2017年度、国立大学に1兆4千億円が投入される。考えてほしい、
1)学生1人当たりの経費
2)教員一人当たりの経費
3)職員一人当たりの経費
を算出した後、それらを私立大学との比較値の差がいかにあるかを。
1992年 2017年
18才人口 205万人 120万人
国立大学入学定員 10万6千名 10万人
公立大学入学定員 7万人 15万3千名
さて、2017年現在では、国立大学の学部入学定員は
旧7帝大(東大・京大など):1万8600名
旧6大(岡山大学など):1万1800名
地方国立大学:7万名
である。この事実を踏まえて、
提案1)国立大学入学定員を40%削減すべきであると提案したい。なるほど、すぐ様の反論は、教員削減、つまり業界用語で言う「生首は切れない」という回答に出会うはずである.だからといって、この削減数4万名の学生にしたがって、現在在籍する教員を首にせよと言っているのではない。それは自然減で良い。むしろ4万名の国立大学生を、定員未達の私立大学へ振り向けよと考えている。
提案2)国内各地域ブロック別に、国立大学を統合せよ。原稿の地方国立大学の多くは東京大学のミニチュア版である。国立大学間の壁を撤廃して、各大学の選択と集中を進め、競争力を強化する。

日本の国立大学の凋落
2004年に国立大学法人化された後、文部科学省は国立大学に対する運営交付金を毎年1%ずつ減額したので、13年間で12%(1445億円)が削減された。かって、国立大学に勤務したものにとって、怠惰の温床で有り、ジャブジャブの「真水」ともいうべき運営交付金削減政策は賛成したいが、
1)若手研究者の任期付き化(2007年は39%⇒2017年は64%)で、落ち着いて自由な研究が不可能
2)先進国で日本だけが論文数が減少した点
3)競争的研究費申請に時間が割かれること
4)文部科学省の選択と集中政策で、「情報炯」に競争的資源が偏重されていること
などを理由として、必ずしも運営交付金削減策は成功していない。
我が体験であるが、1年間、個人研究費として180万円を受領した。これだけあれば、特に無理をしてまで科研費申請に無駄な時間を費やすことはない。科研費を獲得して、任期付きの若手研究者を雇用して、その研究成果を期待する時間的な余裕もなく、次の就職先を考えなくてはならないとすれば、徒労である。

Reuters Top 100: The World's Most Innovative Universities - 2017
日本の大学ランキングは凋落傾向が顕著。
もはや東大や京大などのランキング上昇も無理か?
According to data from Clarivate Analytics’ Web of Science, which tracks articles published in scientific journals, Japanese researchers accounted for 8.4% of all papers published in 2005, but only 5.2% in 2015. Key research areas such as computer science showed even larger decreases, with the number of published papers falling by more than 37%. As a result, the Reuters ranking shows significant declines in rank for leading Japanese universities, including the University of Tokyo (down five spots to #21), Osaka University (down 13 to #24), and Keio University (down 25 to #78). Japan had nine universities on the list in 2016, but only has eight this year; six of those eight universities saw their rank fall from 2016, and one was unchanged. Only Kyushu University saw its ranking improve, moving from #79 to #68.

Stanford University takes first place on Reuters' list of the World's Most Innovative Universities for the third consecutive year, holding fast to its ranking by consistently producing new patents and papers that influence researchers around the globe. In July 2017, the university opened the Stanford Center for Definitive and Curative Medicine, a new research center focused on the development of stem cell and gene therapies to treat the millions of people worldwide with genetic diseases. Also recently opened is the Stanford Laboratory for Cell and Gene Medicine, a $35 million, 23,000-square-foot manufacturing facility for making cell-based therapies for use in human patients. In the 2016-17 fiscal year, Stanford reported a total research budget of $1.6 billion. Recent research highlights include the development of a drug delivery device that monitors drug levels in the body in real time and delivers dosages tailored specifically to the patient. Stanford researchers have also created a vinelike, flexible 'growing' robot that operates in seemingly impossibly cramped situations, and a new camera that allows robots to capture 4D images in a 140-degree field of vision. A 4D image allows viewers to refocus the image after the image is captured, allowing for clear manipulation of the image after the fact.
